LEAD: WITHIN hours of Larry Brown's decision to remain as coach at Kansas, Rick Calloway announced he was transferring there from Indiana. But according to the father of Calloway, a 6-foot-6-inch junior forward, Brown's decision had nothing to do with Calloway's decision to play for the Jayhawks, who won the national championship last week.

WITHIN hours of Larry Brown's decision to remain as coach at Kansas, Rick Calloway announced he was transferring there from Indiana. But according to the father of Calloway, a 6-foot-6-inch junior forward, Brown's decision had nothing to do with Calloway's decision to play for the Jayhawks, who won the national championship last week. Indiana took the title last year.

''He would have made the decision to go to Kansas regardless of whether Coach Brown was there or not,'' Richard Calloway said about his son. ''It's a winning program. Ricky has been part of a winning program, and he wants to continue in that vein.''

Calloway was the third-leading scorer on Indiana's 1987 championship team but was unhappy with his lack of playing time under Coach Bob Knight this past season. He did not play in Indiana's 82-79 loss to Richmond in the first round of this year's National Collegiate Athletc Association tournament and finished the season averaging 11.8 points and 4.3 rebounds. Under N.C.A.A. rules, as a transfer he will have to sit out next season.
