N.C.A.A. to Review Loans to Manning

Berst's comment came in response to an article in the Nov. 14 issue of Sports Illustrated containing allegations from a former Kansas player that he made loans to Danny Manning, the former all-American who played at Kansas from October 1984 through last April.

Mike Marshall, who played for Kansas during the 1983-84 season, said he had loaned Manning money on several occasions, including once for transportation to Marshall's basketball camp at McNeese State University in Lake Charles, La. Marshall was dismissed from the team before the N.C.A.A. tournament in 1984.

Manning, through his agent, Ron Grinker, acknowledged receiving several small loans from Marshall.

''We're trying to contact the sources of information to the magazine and find out more detail about the loans,'' Berst said. ''I'm not characterizing this as an investigation. I'm trying to accumulate more facts before we decide whether it's something we should investigate further. We want to find out when they occurred, how much the loans were for, who's involved, who knew about them - the kinds of questions to assess whether there is any N.C.A.A. rule violation.''

Berst said the question of when the loans were made and their amounts would be central to the N.C.A.A.'s decision on whether to reopen its investigation.

If Marshall was a representative of the university, the loans would be a violation of rules on extra benefits.

Kansas, which has already been placed on probation for three years, could face additional penalties, including suspension of its program.
